Early
Head Start Research and Evaluation
The Administration on Children, Youth and Families chose 17 Early
Head Start programs to participate in a national evaluation in 1996.
This research evaluation was designed to promote continuous improvement
within Early Head Start programs and to meet the 1994 reauthorizations
requirements for an evaluation of Early Head Start. The 17 programs
included 3,001 children and families.
The Early Head Start and Research Evaluation Project was funded
in two waves: the Birth to Three Phase (1996-2001) and the
Pre-Kindergarten Follow-up Phase (2001-2004). The Birth
to Three Phase was congressionally mandated, incorporating an
implementation study, an impact evaluation, and local research projects.
The Pre-Kindergarten Follow-Up Phase was funded in 2001 by
the Administration for Children and Families, and will evaluate
children after leaving Early Head Start until they enter Kindergarten.
